The editorial board of FBRK has learned that some major tenders in the field of industrial and civil construction in Ust-Kamenogorsk are being awarded among affiliated companies LLP "Vostokvzryvprom" and LLP "Kurylys Group RK". The source suggests that the companies are deliberately acting as potential competitors to each other in order to reduce the likelihood of rivalry from other organisations.
Earlier, competitions for the construction and reconstruction of roads, heating networks and a sewage collector were published on the public procurement portal, in which LLP "Vostokvzryvprom" and LLP "Kurylys Group RK" acted as potential suppliers. One of these companies became the winner of the tenders.
It is known that the founders of LLP "Vostokvzryvprom" are maslikhat deputy Dmitry Somov and his wife Yelena. The head of LLP "Kurylys Group RK" is listed as Alexander Andreychuk. At the same time, Somov and Andreychuk, representatives of two seemingly competing companies, are partners in LLP "Inert M Trade".
Andreychuk also appears in LLP "ADN Construction" and LLP "VostokPromExpert". All of the above companies are engaged in construction. Due to the fact that the companies are linked to the same people, it is assumed that there is deliberate fragmentation of the business in order to eliminate competition in the construction sector.
The companies of Somov and Andreychuk have repeatedly drawn complaints from the local community regarding the quality of work and the legitimacy of obtaining contracts. In 2020, LLP "Vostokvzryvprom" became the subject of a high-profile public inquiry, the participants of which suspected local authorities of lobbying for the interests of Somov's company.
At that time, the director of LLP "GRK "Topaz", Bulat Bagadayev, claimed that "Vostokvzryvprom" was winning competitions despite lacking the necessary equipment and specialists. Following lengthy court proceedings, LLP "Vostokvzryvprom" was declared an unscrupulous participant in public procurement.
In 2022, LLP "Kurylys Group RK" was also declared an unscrupulous participant in public procurement. However, in 2023, the company again breached its promises under the contract, delaying the opening of the reconstructed Ust-Kamenogorsk - Almaty road.
At the beginning of 2024, a tender was held for the reconstruction of the artificial runway of Pavlodar airport for the amount of 14.6 billion tenge. The winner of the competition was LLP "Kurylys Group RK", which, according to the electronic depository, does not have the proper work experience.
It is obvious that despite the previous recognition of the companies as unscrupulous participants in public procurement and the lack of certain professional qualities, the reputation of LLP "Vostokvzryvprom" and LLP "Kurylys Group RK" has not suffered any loss. The companies continue to win tenders and secure large projects.
It remains to be hoped that the relevant authorities will pay attention to the connections and activities of the aforementioned companies and conduct an appropriate investigation into possible violations of legislation in the field of competition protection.
