The agricultural firm NurAgro, with a loss of 5.4 billion tenge, is looking for a buyer.

JSC "NC "Prodkorporatsiya" has announced the acceptance of applications for the acquisition of assets of LLP "Agrofirm "NurAgro" for a minimum price of 3.356 billion tenge with a payment plan of up to seven years. The complex includes land plots covering an area of 1,442 hectares, a vegetable storage facility with a capacity of 13,000 tonnes, and agricultural machinery. The initial deposit is no less than 10% of the value, reports journalist Denis Krivosheev.

STRATEGIC IMPORTANCE OF THE COMPANY

LLP "Agrofirm "NurAgro" was established in 2011 to create a food belt around Almaty. The company possessed developed infrastructure: a vegetable storage facility with a capacity of 13,000 tonnes, an irrigation system for growing onions, drip irrigation, a 100-hectare apple orchard, and a machine and tractor fleet.

It is noted that in 2010-2011 alone, the state invested about $41 million in the development of "NurAgro". However, in January of this year, the apple orchard with the adjacent complex in Konayev was put up for a separate auction for 10 billion tenge.

FINANCIAL TRENDS

According to data from Denis Krivosheev, the company's annual revenue showed unstable trends: in 2018 — approximately 880 million tenge, in 2019 — approximately 1.1 billion tenge, in 2020 — approximately 829.5 million tenge. Drastic changes occurred by the end of 2023, when the company accrued an accumulated loss of 5.4 billion tenge.

According to data from the service Kompra.kz, the company has been operating in the market for over 14 years. The company's tax payments have consistently declined: from 12.56 million tenge in 2022 to 6.06 million tenge in 2025. Over the period since 2015, the company has contributed 147.89 million tenge to the budget, and the wage fund totalled 408.62 million tenge.

ADMINISTRATIVE VIOLATIONS AND FINES

The company has a medium risk level for tax payments. Throughout its entire history, "Agrofirm "NurAgro" has received 21 fines and 122 penalties totalling nearly 2.98 million tenge. Since 2022, 8 administrative offences have been recorded amounting to over 200,000 tenge.

The largest fines of 73,840 tenge each were imposed on the company in July 2024 by the Department for Land Resource Management of the Almaty Region for irrational use of agricultural land.

COURT PROCEEDINGS WITH A PARADOXICAL OUTCOME

In 2020, the agrofirm entered into a contract with individual entrepreneur Ksenia Yakovenko, under which a debt of nearly 7 million tenge arose. After the company refused to repay the debt, Yakovenko obtained an enforcement order for the recovery of 6,935,000 tenge of principal debt plus 73,795 tenge in costs.

In February 2021, the Kapshagay Court found the agrofirm guilty of an administrative offence and imposed a fine of 81,676 tenge. The company's representative explained the lack of funds by stating that the founder was contesting the transaction and was not allocating funds from the budget.

During the appeal, it emerged that "Agrofirm NurAgro" at that time belonged to the quasi-state structure LLP "Expert Agricultural Company" ("ExpAgro"). When payment of the debt was demanded, the agrofirm turned to the founder for funds, but "ExpAgro" refused to pay and filed a counterclaim to declare the transaction invalid.

In March 2021, the regional court overturned the fine, ruling that in the absence of a real opportunity to comply with the decision, administrative liability is excluded. Thus, the company avoided a fine of 81,676 tenge but found itself in a paradox: it formally owes an entrepreneur nearly 7 million tenge, yet it cannot be penalised due to the owner's position.

CONCLUSION

The sale of assets of LLP "Agrofirm "NurAgro" demonstrates the transformation of a once-promising enterprise into a problematic structure. Despite significant state investment and strategic importance for the region's food security, the company has faced serious financial difficulties. The upcoming sale could present an opportunity to restore production potential, provided there is effective management by the new owners.
