The family of entrepreneur Sergey Kan, a partner of Alexander Klebanov in the energy business, owns a luxury penthouse in the Fairmont Palm Residence complex in Dubai. The property is estimated to be worth approximately 3 billion tenge (about $5.7 million). This sum is comparable to the losses incurred last year by their company, which manages energy infrastructure in the North Kazakhstan Region.

According to the Telegram channel Exit to the Sea, the residential complex is located on the famous artificial island of Palm Jumeirah. It is a gated community with gardens, swimming pools, restaurants, cafes and a beach.
The Kan family penthouse is on the 10th floor, covering 406 m², including a 100 m² open terrace with a swimming pool and views of the Persian Gulf. The apartment has four bedrooms, six bathrooms, a living room with kitchen and a study. The owners also have two parking spaces in the underground garage.
It is reported that the couple purchased the property in 2013, almost immediately after the building was commissioned. At that time, the property cost around $2 million (over 1 billion tenge), but now, according to listings on Dubai websites, the market price for similar penthouses exceeds $6 million (3.2 billion tenge).
Sergey Kan and Alexander Klebanov own major energy infrastructure facilities in Kazakhstan. Their enterprises have repeatedly been the subject of criticism from state bodies and the public. The most high-profile accident occurred in November 2022 at the Ekibastuz Thermal Power Plant, when thousands of residents were left without heating.
In December 2023, there was a repeated failure. The wear and tear of the plant, according to official estimates, reached 80–90%. Later, the owners transferred the plant to the city, and the government allocated 7.4 billion tenge for its modernisation.
A few days ago, it was reported that Klebanov and Kan could lose another problematic plant — the Petropavlovsk Thermal Power Plant, which is planned to be transferred to the balance of local authorities by the end of the year. According to auditors, the wear and tear of the equipment was about 70%.
In 2024, the company JSC Sevkazenergo, linked to Klebanov and Kan, invested 16.5 billion tenge in modernising facilities, but ended the year with a loss of 3.9 billion tenge. This is almost equal to the value of Kan's Dubai penthouse.
The businessman's wife, Zhanna Kan, also appeared in the news in October of this year — following a scandal around a forum she organised featuring Russian "NLP coach" Sergey Sitnikov, who publicly supported the policies of Vladimir Putin. The event caused a wave of criticism in Kazakhstan.
The Kan family is also connected to Russia through property. In Moscow, they own an apartment covering 150 m² and a parking space worth almost 800 million tenge.
