In Kokshetau, the circumstances of a dog attack on a 15-year-old schoolgirl are being investigated. The incident occurred in the Zastantsionny microdistrict, where the girl was surrounded by five or six animals.
According to the Telegram channel "HALYQSTAN", the schoolgirl remained calm — she did not scream or make sudden movements, understanding the risk of provoking aggression. Despite this, one of the dogs lunged and bit her.
Her parents claim the girl has had a severe heart defect since birth, and any intense emotional stress is contraindicated for her. She is currently visiting the clinic daily for injections and dressings; the course of treatment is scheduled until 10 December.
Residents of the microdistrict, in an appeal to the Mayor of Kokshetau, Anuar Kumpekeyev, stated that they have repeatedly raised the issue of stray and uncontrolled roaming dogs, but no response from the relevant services followed.
According to the residents, they are afraid to let their children go to school, and enforcement of the rules for keeping domestic animals remains weak and perfunctory.
The city has regulations in place for controlling the number of stray animals, as well as requirements for pet owners. Violation of these rules carries administrative liability. However, as residents note, the actual enforcement of the regulations does not ensure safety on the streets.
The incident in Zastantsionny has become yet another sign that the problem of stray dogs in the city remains unresolved. The attack on the schoolgirl could have ended tragically and, according to local residents, should be a reason for concrete action, not another set of promises.
