The President of Kazakhstan Kassym-Jomart Tokayev has signed a decree reorganising the Agency for Combating Corruption (Antikor), merging it into the Committee for National Security (KNB).
According to the government press office, with the aim of modernising and improving the effectiveness of the public administration system, the head of state ordered the reorganisation of Antikor by merging it into the KNB, as well as establishing a KNB department – the Service for Combating Corruption.
At the same time, the President ordered the transfer to the Agency for Civil Service Affairs (ADGS) of the functions and powers of the reorganised Antikor concerning the formation and implementation of anti-corruption policy, coordination in the field of combating corruption, minimising the causes and conditions conducive to the commission of corruption offences, as well as fostering an anti-corruption culture.
The KNB and ADGS have become the legal successors of Antikor's rights and obligations in accordance with the transferred functions and powers. Furthermore, the KNB has been instructed to submit to the President within a month a draft regulation on the new Service for Combating Corruption.
The department must also, jointly with the government and ADGS, submit proposals for the redistribution of the staffing numbers of the reorganised Antikor.
Additionally, the ADGS has been instructed within a month to submit to the President for consideration a draft decree introducing amendments and additions to the regulation on the Agency.
"The Government of the Republic of Kazakhstan is to develop and submit for consideration by the Majilis of the Parliament of the Republic of Kazakhstan by 1 September 2025 a draft law arising from this Decree. Control over the implementation of this Decree is to be assigned to the Administration of the President of the Republic of Kazakhstan. This Decree comes into force from the date of its signing," stated the conclusion of the decree.
