Chinese investor Yuhua Han said that 5 years ago a man promised to help him build a concrete plant in Shymkent and fraudulently took possession of 530 million tenge.
According to OTYRAR, the fraudster met the investor in China and then invited his new friend to Shymkent, showing him the land where the plant was supposedly to be located. He then asked for 120 million tenge to buy the land.
"This all happened before the quarantine. When we came here to work, I began to realise I was being deceived. In China, I run a business; I have a concrete plant. After what happened, I contacted the police and the Chinese ambassador. He gives me daily updates on how things are progressing here. But it is still difficult for me. I don't even know if I will now have a plant in Kazakhstan or not. I come to Kazakhstan from time to time to find out what stage the case is at," said Yuhua Han.
After the investor began demanding the money back, he was told they would not be able to complete the construction on time. Moreover, Yuhua Han was persuaded to get involved in selling Chinese cars in Kazakhstan. In the end, the Chinese citizen invested 530 million tenge.
His lawyer Samat Saparymbet claims there are many procedural violations and gaps in the case. He said the suspect was initially arrested in the case but later released on bail with a written undertaking not to leave the place of residence.
"At the end of August 2023, the Yenbekshin District Police Department opened a criminal case on this matter, but the case is being delayed. The citizen of Kazakhstan who deceived the Chinese investor was arrested at the beginning of the investigation. However, after some time, he was released on a written undertaking not to leave the place of residence. Now the suspect is interfering with the investigation and violating the undertaking; he does whatever he pleases. Yet there is full evidence of his guilt and witness testimony. We have also sent several complaints to the Prosecutor General's Office regarding the violations in this case," the lawyer stated.
In turn, the press service of the Shymkent Police Department confirmed that the suspect is under a written undertaking not to leave the place of residence.
"Based on the statement of the said citizen regarding the fact of fraud, a criminal case was opened by the Yenbekshin District Police Department. Investigative measures are currently being carried out," reported the press secretary of the Shymkent Police Department, Baglan Isatayeva.
