In the Tupkaragan district of the Mangystau region, a strong wind carried an inflatable boat with three people out to the open sea. Rescuers found the missing people and brought them to shore.

HOW THE SEARCH WAS CONDUCTED

According to the Ministry of Emergency Situations (MES), the incident occurred on 29 September on the coast of the Caspian Sea.

Because of the strong wind, an inflatable boat with three people was carried out to the open sea. MES forces immediately began searching.

WHAT CONDITION THE PEOPLE WERE IN

Rescuers found all three and brought them to shore. According to MES information, none of those rescued needs medical assistance.

WHAT THE MES RECOMMENDS

In connection with the incident, the MES reminded people of the need to observe safety rules on the water. When the wind strengthens, rescuers recommend not going out to sea, since unfavourable weather conditions can lead to dangerous situations.

CONTEXT

The incident has once again drawn attention to safety issues on the Caspian Sea. Just a few days before this, a tragedy involving servicemen occurred in the Mangystau region, who were also carried out to sea because of a sharp deterioration in weather conditions.

Recall that on 24 September, during exercises on the coast of the Caspian Sea in the Mangystau region, 17 servicemen were carried out to sea after a sharp deterioration in weather conditions and strengthening wind. As a result of the incident, 14 people died.

The search and rescue operation ended on the morning of 25 September after the bodies of the last two missing servicemen were found.

Five officials in the Ministry of Defence system were detained on suspicion of criminal offences related to negligent attitude to service and violation of navigation rules, resulting in grave consequences. Among them are the chief of staff – first deputy commander-in-chief of the Naval Forces of the Armed Forces, two commanders of military units, a commander of a marine corps company and a boat commander.

On 27 September, Dauran Kosanov was dismissed from the post of Minister of Defence. The new minister became Aidos Myrzakhmetov, who previously commanded the Special Operations Forces.

After this, the Head of State took under personal control the issues of assistance to the victims, an objective investigation and the adoption of systemic measures aimed at preventing similar tragedies. He also instructed that a special plan for reforming the army be prepared within ten days.
