Scammers in Kazakhstan are distributing fake appeals from the AFM

New internet fraud schemes have been recorded in Kazakhstan, using deepfake technology and fake government agency websites. Criminals mimic official communications and promise to return lost funds in order to gain access to citizens’ personal data and money.

HOW THE SCHEME WORKS

According to the Agency for Financial Monitoring (AFM), fraudsters distribute video footage using deepfakes. In these videos, an official representative tells the story of an allegedly defrauded investor.

The scenario revolves around a ‘successful investment’: after depositing money, the user is shown an increase in returns. However, when attempting to withdraw funds, they are asked to make additional payments — commissions, taxes, and so-called ‘verifications’.

After several transfers, access to the funds is not granted. The video then claims that some of the money has supposedly been recovered through the bank and regulators. Users are prompted to seek help by clicking a ‘More details’ button.

The link leads to a chat with a so-called ‘people’s lawyer’. There, correspondence about refunds is simulated, creating the illusion of real legal assistance.

FAKE WEBSITES AND COLLECTION OF PERSONAL DATA

Additionally, fraudsters create fake pages designed to look like official AFM resources. These pages contain information about ‘refunds for victims’.

Users are asked to complete a survey — for example, stating how long ago the money was lost. After this, a form opens where they must enter personal data: first name, last name, phone number, and email address.

They are then prompted to click a ‘start the refund process’ button. According to the AFM, such actions are aimed at collecting data and subsequently taking control of citizens’ funds.

AFM RECOMMENDATIONS

The agency emphasises that all such websites, surveys, and forms are part of a fraudulent scheme.

To verify the authenticity of information, citizens are advised to contact the AFM directly or the Department of Economic Investigations at their place of residence.

The AFM urges citizens to remain vigilant, verify information through official sources, and not click on suspicious links.
