Latifundists of Kazakhstan. Chapter 4: North Kazakhstan Region (Part 2)

The FBRK editorial team continues to analyse the latifundists of the North Kazakhstan Region.



ATAMEKEN-AGRO-TIMIRYAZEVO LLP

Atameken-Agro-Timiryazevo LLP, which holds 51.7 thousand hectares of share land in the North Kazakhstan Region, was registered in 2004. The first head is Ivan Samoshkin. The company has over 1400 founders, presumably shareholders.

The LLP has a medium risk level for tax obligations. For 2023, the company paid 327 million tenge in taxes (in 2022 – 310 million tenge, in 2021 – 300.4 million tenge, in 2020 – 124.3 million tenge).

In 2020, Atameken-Agro-Timiryazevo LLP was fined 555 thousand tenge for incomplete fulfilment of a directive from the district emergency department.

ATAMEKEN-AGRO-TSELINNY LLP

Atameken-Agro-Tselinny LLP, which holds 48.4 thousand hectares of share land, was also registered in 2004. The first head is Alexander Boldyrev. The company has about 440 shareholders.

Atameken-Agro-Tselinny LLP has a low risk level for tax obligations. For 2023, the company paid 242.6 million tenge in taxes (in 2022 – 339.3 million tenge, in 2021 – 214 million tenge, in 2020 – 163.5 million tenge).

In 2022, the LLP was fined twice for a total of 2 million tenge for improper fulfilment of directives (to eliminate fire safety violations and plant quarantine violations).

It should be noted that all four subsidiary companies of Atameken-Agro JSC have repeatedly been penalised for improper fulfilment of various types of state directives.

As for the JSC itself, it is known that the chairman of the board is Kintal Islamov, against whom a criminal case was initiated in 2010 for embezzlement of funds from Astana-Finance JSC. The director of the livestock department of Atameken-Agro JSC is Arsen Islamov.

According to data from forbes.kz as of December 2022, the shareholders of the JSC are: Amir Islamov (via K-Invest Securities LLP) – 37.84%, Yalkunzhan Izbakiyev (via Real and Legal Partners LLP) – 22.67%, Munir Saitov (via K-Invest Group LLP) – 19.64% and UAPF JSC – 6.01%, Olzhas Zhiyenkulov – 3.39%.

AR LLP

Ar LLP (cultivation of cereals and legumes, including seed production) was registered in 1993. The first head and one of the founders of the company is Kanatkeldy Zhantleuov, co-founders: Gulbaram Zhantleuova, Kenzhebek Zhantleuov.

The LLP has a medium risk level for tax obligations. For 2023, the company paid 35.5 million tenge in taxes (in 2022 – 21.7 million tenge, in 2021 – 19.7 million tenge, in 2020 – 29.8 million tenge).

TALSHIK ASTYK AGRO LLP

Talshik Astyk Agro LLP (cultivation of cereals and legumes, including seed production) was registered in 2013. The first head and founder is Amirbek Kurbanov.

Kurbanov is also involved in companies such as Talshik Astyk LTD LLP, AsylAgro LLP, Soyuz-99 LLP, Arasan Firm LLP, Arasan Trading House LLP, Arasan Trade Bottlers LLP, TransLogisticsArasan LLP, Kazak Zerno LLP, Sana Group Invest LLP, Akzhar Et LLP, Astyk Trading LLP.

Talshik Astyk Agro LLP has a medium risk level for tax obligations. For 2023, the company paid 122.8 million tenge in taxes (in 2022 – 134 million tenge, in 2021 – 261.9 million tenge, in 2020 – 355 million tenge). The LLP has around 37 court proceedings.

KZYL-TU ASTYK LLP

Kzyl-Tu Astyk LLP (cultivation of cereals and legumes, including seed production), which holds 43.8 thousand hectares of share land in the North Kazakhstan Region, was registered in 2000. The first head is Makhmut Dusurupov. The company has over 480 founders, presumably shareholders.

The LLP has a high risk level for tax obligations and a tax debt amounting to 14.5 million tenge. For 2023, the company paid 106.9 million tenge in taxes (in 2022 – 40.9 million tenge, in 2021 – 47.1 million tenge, in 2020 – 0 tenge).

Furthermore, the company has a debt under enforcement proceedings owed to Agrarian Credit Corporation JSC, UAPF JSC, KazAgroFinance, collection agencies, banks and a number of other legal entities amounting to 18.5 billion tenge, 12 bans on registration actions since May 2018 and is on the list of debtors temporarily restricted from leaving the Republic of Kazakhstan.

Regarding the management of the LLP, Makhmut Dusurupov, due to the company's debts, is listed as a debtor in enforcement proceedings for approximately 772.7 million tenge and has a ban on leaving Kazakhstan. Dusurupov also appears in the companies Kzyltu Nan GCK LLP and Kzyltu Astyk GCK LLP.

Having familiarised ourselves with the territories of Pavlodar Region, Kostanay Region, Akmola Region and North Kazakhstan Region, it is evident that no global changes have occurred in the land areas of the latifundists, and some of them have even acquired additional hectares.
