The organisers of the drone show that took place on 5 July in Astana are facing administrative liability. The authorities stated that the event was not authorised in accordance with the required procedure, and they are also checking for possible violations of advertising legislation.
WHAT THE AKIMAT REPORTED
According to the Astana Akimat, the organisers did not submit a notice of the event, nor the regulations and script, 10 days before the date of the event, as required by law. Consequently, the city authorities did not make any decisions regarding the approval, organisation, or conduct of the show.
The Akimat also emphasised that the event was not part of the official programme for Capital City Day and was not held on the initiative of the city authorities.
WHAT VIOLATIONS ARE BEING INVESTIGATED
According to the Akimat, the actions of the organisers may contain signs of an administrative offence under Article 488-1 of the Administrative Code of the Republic of Kazakhstan ("Violation of the procedure for holding mass events"). An investigation is currently underway, following which the actions of the organisers will be given a legal assessment.
Furthermore, specialists are checking compliance with advertising legislation requirements. The investigation concerns the display of Freedom Bank during the show, as well as the announcement of the Enrique Iglesias concert. If the violations are confirmed, the organisers could face a fine.
WHAT THE ORGANISER PREVIOUSLY STATED
Earlier, the company Aspan Galaxy reported that the show was a private commercial event and was not dedicated to Capital City Day. According to the company's director, Symbat Serik, the organisers obtained the necessary approvals and distributed information about the event to the media in advance. He also noted that, in the company's opinion, some media outlets independently presented the show as part of the festive programme.
