In Shymkent, following an internal investigation, the akim of the Karatau district, Almas Abayev, was subjected to disciplinary action. The basis was a video that had spread on social media.
HOW THE INVESTIGATION BEGAN
According to the Kazinform MIA, a review of the official was initiated after the publication of a video recording. In the footage, a man resembling Almas Abayev is seen striking another person on a football pitch.
Earlier, the Shymkent city administration reported the start of an internal review regarding the spread of the video. The city administration stressed that it upholds the principles of legality and official ethics.
WHAT THE ETHICS COMMISSION DECIDED
A disciplinary case was opened against the akim and an internal investigation was conducted. The materials were sent for consideration by the ethics commission of the Agency for Civil Service Affairs (ADGS).
"The ethics commission concluded that Abayev's actions constituted violations of the norms of official ethics. It was decided to recommend that the akim of Shymkent apply disciplinary action in the form of a warning of incomplete official compliance," the agency reported.
WHAT PUNISHMENT WAS APPLIED
By order of the city's akim dated 6 April 2026, Almas Abayev was subjected to disciplinary action in accordance with the recommendation. The office of the Shymkent city administration reported that the decision has already been implemented.
A letter was also sent to the city's state bodies requiring compliance with the norms of the Code of Ethics for Civil Servants and strengthening the prevention of similar violations. This was reported by the head of the city department of the ADGS and chairman of the Ethics Council, Kanat Kadyrbekov.
