The National Security Committee (NSC) has identified more than 60 instances of corruption in the provision of public services in the area of driving licences and property registration. Violations have been recorded in several regions at once.

WHAT VIOLATIONS HAVE BEEN IDENTIFIED

According to the NSC, since the beginning of 2026 in Astana, Akmola Region and Pavlodar Region, facts of receiving illegal remuneration and abuse of authority in organising the activities of driving schools and issuing driving licences have been established.

In Astana, a former deputy head of the Special Service Centre (SSC) is suspected of systematically taking bribes and assisting citizens in passing exams and obtaining driving licences.

As reported by the NSC, more than 60 episodes have been procedurally documented, totalling over 100 million tenge.

VIOLATIONS IN THE REGIONS

Furthermore, the activities of the heads of SSC branches in Kokshetau and the branch of the NJSC 'State Corporation 'Government for Citizens' in Ekibastuz have been stopped. According to the investigation, they received money for organising the taking of exams with the participation of stand-in individuals.

Also, in the branches of the state corporation in Astana, Shymkent and Taraz, facts of illegal enrichment of officials have been identified. According to the investigation, they abused their authority when re-registering immovable property and lifting encumbrances.

HOW THE SCHEMES WORKED

According to the investigation, in a number of cases, exams were organised with the participation of stand-in individuals, which made it possible to obtain driving licences without a proper test of knowledge.

CURRENT STATUS OF THE CASES

Pre-trial investigations are being conducted into all established facts. No further information is disclosed in accordance with Article 201 of the Code of Criminal Procedure of the Republic of Kazakhstan.
