The Government of Kazakhstan has allocated approximately 1.8 billion tenge for the repair of heating networks and equipment at the combined heat and power plant (CHP) in the city of Ridder, East Kazakhstan Region (EKR). The decision was formalised by a resolution signed by Prime Minister Olzhas Bektenov.

WHAT THE FUNDS WILL BE USED FOR

The funding has been allocated from the reserve as part of implementing the instructions of President Kassym-Jomart Tokayev. The money will be used to increase the reliability of heat supply and prepare the infrastructure for the 2026–2027 heating season.

It is planned to complete major repairs on 12 of the most worn-out sections of heating networks, as well as to carry out work on boiler units No. 5 and No. 6 at the Ridder CHP plant.

WHY REPAIRS WERE NEEDED

The need for the work has been confirmed by the results of a technical inspection. Specialists identified the sections and equipment requiring priority modernisation to ensure stable system operation.

“During the past heating season, damage and signs of wear were identified in certain sections, which confirmed the need for their scheduled modernisation,” the statement said.

WHAT EFFECT IS EXPECTED

The repair of heating networks and boiler units is aimed at increasing the stability of the heating system. It is expected that this will improve the reliability of heat supply for the city’s residents.

CONTEXT

On 30 June 2025, the government had already allocated more than 2.5 billion tenge for preparing heating networks for the heating season in the EKR. The funds were directed towards repairs of heating networks in Ridder and the village of K. Kaysenova, Ulan District.

Furthermore, on 30 April 2024, the government reserve allocated approximately 16 billion tenge for the reconstruction and major repair of heat sources in Kentau, Ridder and Kyzylorda. Of this, 4.9 billion tenge was directed towards major repairs of equipment and infrastructure at the CHP plant in Ridder.
