The Government of Kazakhstan is considering easing the ban on smoking hookahs in public places. Despite the existing ban, practice shows that hookahs continue to be used, prompting the authorities to review already adopted laws.
WHAT IS KNOWN
According to Minister of Health Akmaral Alnazarova, the government is currently reviewing the issue of hookahs.
"Opinions are currently divided. There is no final decision yet. At one time, Kazakhstan chose the path of a complete ban on hookahs. However, current practice shows that people continue to smoke hookahs — even in the absence of smoke-free principles, including in the presence of children and other visitors," the minister stated on the sidelines of the RES 2026 environmental summit.
WHY THE BAN IS BEING DISCUSSED AGAIN
Akmaral Alnazarova explained that the discussion stems from an analysis of already adopted norms. According to her, if norms do not work or are not sufficiently effective, they are reviewed.
The minister emphasised that such an analysis of the enforcement mechanism is consistent with international practice.
WAS THERE AN INITIATIVE FROM BUSINESS
According to Akmaral Alnazarova, businesses have not put forward such an initiative. Therefore, as the minister noted, the issue of lobbying for business interests in this regard is not on the table.
At the same time, she reminded that in many countries, excise taxes from the sale of tobacco and alcohol are directed towards healthcare and the promotion of a healthy lifestyle.
