The head of the Timiryazevsky rural district in the North Kazakhstan region, Maksat Nurikenov, received a disciplinary penalty after purchasing seedlings deemed unsuitable for planting. About 4 million tenge was spent from the budget on their acquisition without quality confirmation.

WHAT THE INSPECTION FOUND

According to 7152.kz, the violation was identified by the Timiryazevsky District Prosecutor's Office, after which the Secretariat of the Ethics Council conducted an official investigation.

The inspection established that the head of the Timiryazevsky rural district, Maksat Nurikenov, purchased 100,000 conifer seedlings from the sole proprietorship 'Zhasyl Orman'. The contract was concluded on 5 November 2025 using the method of purchasing from a single supplier.

According to the terms, acceptance was to be carried out via a web portal or by an authorised representative, and the products were to comply with the technical specification.

WHAT VIOLATIONS WERE IDENTIFIED

The investigation showed that the actual acceptance of the goods was carried out by a person without a power of attorney. Furthermore, mandatory documents confirming the quality and origin of the seedlings—certificates, phytosanitary certificates and other data—were absent.

The inspection materials also note that a visual inspection revealed defects: deformed trunks, underdeveloped buds, and damage to the root system.

WHY THE SEEDLINGS WERE DEEMED UNSUITABLE

A report from a research company dated 31 January 2026 confirmed that the root system and buds did not meet the established requirements. As a result, all supplied seedlings were deemed unsuitable for planting and reforestation.

The materials indicate that Maksat Nurikenov admitted to accepting and paying for the goods without the necessary documents.

WHAT WAS THE RESULTING LIABILITY

The Secretariat of the Ethics Council noted that the actions of the district head violated the requirements of the 'On Civil Service' Law regarding the prevention of granting undue advantages to legal entities or individuals.

Following the review, he was subjected to disciplinary liability in the form of a warning of incomplete official compliance.

Maksat Nurikenov has held the position of district head since 28 November 2023 and had no previous disciplinary penalties.
