Investors of the Mardan residential complex gathered outside the Akimat of Astana, demanding that the issue of completing construction and the future fate of the project be resolved. The rally took place against the backdrop of a completed investigation by the prosecutor's office, in which 274 families were recognised as victims, and the damage amounted to 4.1 billion tenge.
WHAT IS KNOWN
According to the Astana city prosecutor's office, the criminal case investigation has been completed, and the materials have been sent to court. The case involves four suspects, who are under arrest.
According to the investigation, citizens' money was raised without the necessary permits and was used for purposes other than those intended. Construction, it is reported, was also carried out with violations.
To secure the victims' civil claims, the court authorised the seizure of the suspects' movable and immovable property worth more than 1 billion tenge.
WHAT IS KNOWN ABOUT THE INVESTORS
On 21 September, investors of the Mardan residential complex appealed to the Akimat of Astana with a demand to resolve the housing situation, Ulysmedia.kz reports.
As participants in the rally recounted, back in June, at a meeting at the akimat, they were told about plans to hold a meeting of the interdepartmental commission. It was to discuss the situation with the developer and the future fate of the project.
However, the meeting was repeatedly postponed. The investors stated that waiting for a decision was complicating their financial and everyday situation. According to them, some families are forced to rent housing, some live in temporary premises, while continuing to pay off loans.
Other participants in the meeting drew attention to the situation of large families and families raising children with disabilities, and asked the authorities to speed up the resolution of the problem.
WHY THE PROJECT WAS DEMOLISHED
According to the akimat's explanations, on 25 April 2024, the authorities inspected the company Asyl-Nur Qurylys and identified a number of violations. In particular, construction began without notification, the necessary rights to the land plot, and project documentation that had passed expert review. The site also lacked technical and author's supervision.
The developer was held administratively liable and issued an order to remedy the violations. In August 2024, the court enforced the order.
For illegal advertising of the residential complex on the internet, the company was fined 300 MCI, and in December 2024, the court banned advertising the project on internet platforms.
After the violations were not remedied, the akimat went to court demanding the demolition of the project. On 21 February 2025, the court granted the claim. The developer's appeal did not change the outcome: on 29 April 2025, the decision was upheld. On 5 June 2025, the project was demolished.
WHAT WAS DECIDED AFTER THE RALLY
A housing construction cooperative, “ZhK Mardan-2025”, was created from among the affected investors. According to the akimat, on 13 October 2025, the interdepartmental commission on shared participation in housing construction recommended that the city prosecutor's office initiate a claim to transfer the project to the cooperative for independent completion of construction.
On 3 March 2026, the Specialised Interdistrict Economic Court of the City of Astana transferred the unfinished construction project to the HCC “ZhK Mardan-2025” for independent completion of construction.
The akimat also reported that, within the framework of the criminal case, assistance was provided in conducting a technical and financial audit of the project.
After the investors' appeal to the akimat on 21 September 2026, a working meeting was held. Following its results, the authorities reported that the meeting of the interdepartmental commission was scheduled for 24 September 2026. At the meeting, recommendations are to be developed for resolving the problems of the Mardan residential complex.
