What is known about the past of the agriculture minister's son?

The career rise of the new official, Aisultan Seipelov, coincided with a wave of questions about his previous activities - from living in the UAE to changing his surname. While checking these claims, the editorial board of FBRK found an archive publication from 2011. At that time, according to unofficial information, the suspect in the case of extortion and robbery in Petropavlovsk was none other than the 16-year-old son of the then-deputy akim of the North Kazakhstan Region Aidarbek Saparov - Aisultan, born in 1995. 

THE NEW DEPUTY AKIM OF SHORTANDY DISTRICT 

Recently, the editorial board of FBRK reported that Aisultan Seipelov, the son of the Minister of Agriculture Aidarbek Saparov, was appointed Deputy Akim of the Shortandy District of the Akmola Region.

Previously, from 2020 to 2026, he was the managing director of Farm Enterprise «Seipil Malik», which is officially run by his mother Botagoz Saparova. In June 2026, Seipelov became a chief specialist at the Akmola Region akimat for agriculture, and later for the state programmes of the agro-industrial complex. From there, he was appointed deputy akim of the district - a leap that took only about a month.

WHAT HAS BECOME KNOWN 

The news of the new appointment quickly spread through the media, and an active discussion about Seipelov's past unfolded on social networks.

The editorial board of Ulysmedia.kz found out that at the time of the competition, the district akimat had no information about the relationship between the candidate and the minister, and the selection procedure itself was carried out in full compliance with the law.

When asked about a possible conflict of interest, the akimat explained that, in accordance with Article 22 of the Law «On State Service of the Republic of Kazakhstan», after the appointment, documents are sent for a special check to the national security bodies within 30 days. This procedure can take up to three months.

However, on social networks, attention was drawn not only to the new appointment but also to Seipelov's distant past. Users claim that he allegedly lived in Dubai for a long time. Furthermore, there are statements that the change of surname was linked to some unpleasant incident in Petropavlovsk.

There is, of course, no documentary evidence for these claims. However, the FBRK editorial board did manage to find an interesting lead.

WHAT HAPPENED IN PETROPAVLOVSK IN 2011

In September 2011, the police opened two criminal cases related to extortion and robbery. According to the parents of the victims, the money and phone were extorted over several days, and in the park during the handover of the money, the police, during surveillance, recorded another incident: an attempt to snatch a chain from a 14-year-old schoolboy using a knife. 

Officially, the press service of the North Kazakhstan Region Police Department only confirmed that the suspects were two minors born in 1995, one of whom was released on bail to his parents. According to unofficial information from the publication, among them was the 16-year-old Aisultan, son of Aidarbek Saparov

Social media links the version about the change of surname (father - Saparov, son - Seipelov) precisely to the 2011 case, but there is no direct evidence for this; only the name, year of birth, and region coincide. The version about many years of living in the UAE is also unconfirmed. Of course, one cannot state Seipelov's involvement in the 2011 case as an established fact: no verdict in this case has been found in open sources, and the police never officially disclosed the suspect's name.

Nevertheless, there are indeed many coincidences in this story.

Aisultan's brother, Nursultan, is a co-owner of «NUR-Agro 2050» LLP; his sister Shulushash is married to the nephew of former Majilis speaker Nurlan Nigmatulin, whose «SP Zhetimshoky» LLP and «Agro lab» LLP have repeatedly received state subsidies. And his uncles Altynbek and Kairbek own «Nogaibai» LLP and «Bulaev Astyk» LLP.
