In the first nine months of this year, the Department of Internal State Audit identified violations totalling 12.6 billion tenge in state bodies of the Zhambyl region. Officials most frequently made errors during tenders — they inflated requirements for participants, miscalculated prices, and published incomplete information about procurement. This was reported by the head of the department, Marat Yegemberdiyev.

According to Kazinform News Agency, during the reporting period, the department conducted 28 audit activities: 10 as per the approved list and 18 unscheduled ones.

"Based on the results of the inspections carried out, violations were found in 27 cases totalling 12.6 billion tenge, of which financial violations amounted to 9.7 billion tenge, with 49.2 million subject to reimbursement to the budget," Yegemberdiyev said.

29 officials were brought to disciplinary responsibility, and a further 19 to administrative responsibility. The total amount of fines imposed was 5.4 million tenge, and the funds have already been received into the budget.

The auditors noted that the majority of violations — nearly 8.7 billion tenge — were identified during scheduled inspections. Following instructions from the Internal Audit Committee, additional violations worth 565.6 million tenge were found, and based on appeals from citizens and organisations, a further 404 million tenge.

Among the violations:

  • 8.9 billion tenge — errors in accounting and reporting;
  • 561.7 million tenge — payment for uncompleted work, unrendered services, and undelivered goods;
  • 249.8 million tenge — failure to return funds allocated from the government reserve;
  • 11.1 million tenge — violations in the calculation of salaries, bonuses, and travel expenses.

According to the auditors, violations in the sphere of public procurement remain typical for this year: inflated and unjustified requirements for tender participants, errors in calculating dumping prices, and the absence of technical specifications in one of the state languages.

Fines totalling 33.8 million tenge were imposed for these violations, and all amounts were recovered into the state budget.
