A rural library costing 570 million tenge is planned to be built in WKO

A competition has been announced in the West Kazakhstan Region for the construction of a library in the village of Zhanibek. The new building is due to be completed and handed over in 2025.

According to Bes.media, the competition, run by the Department of Public Procurement and Communal Property of the West Kazakhstan Region, was won by Symbol LLP, registered in the village. The founder and director of the company is Iskair Ilemesov

"A two-storey building on a strip foundation made of expanded clay blocks, with a flat single-pitch roof made of corrugated sheeting, covering an area of 595.52 square metres, was valued at 570.2 million tenge excluding VAT. The construction estimate states that the project is financed by government investment. The total area of the premises will be 861.62 square metres", the statement reads.

According to the plan, the ground floor will house an assembly hall, a book repository, a security room, a cloakroom, a storage room, a buffet, and a toilet. The first floor will contain a reading room and an internet room, administration offices, another book repository, and a toilet.

The project developer, valued at 2.67 million tenge, is listed as the Uralsk-based Stroyconsulting LLP. It is noted that a separate document for the construction of a two-cubicle outdoor toilet was attached to the library project. 

"The project is dated 1985. The designers did not complicate their lives by redrawing the project and simply attached it to the library project", the statement reads.

Meanwhile, it has become known that the tender amount for the library construction exceeds the budget of the village of Zhanibek several times over. The approved village budget for 2024 is:

  • in the revenue section – 118.3 million tenge, of which 57.1 million tenge are transfers and 61.2 million tenge are taxes;
  • in the expenditure section – 125.8 million tenge. Of this, 68.9 million tenge will be spent on maintaining the district akimat and civil service salaries, and 56.9 million tenge on housing and communal services.

In January, a competition for the construction of a similar library in the village of Zhympity, Syrym District, was already held in the West Kazakhstan Region. At that time, a two-storey building with an area of 720 square metres was valued at 378 million tenge, which is 200 million cheaper than in the village of Zhanibek.
