The National Security Committee is purchasing software for 6 billion tenge under a special procedure.

Submitted by Вера Александрова on

A notice has been published in the public procurement system regarding the procurement of licensed anti-virus software for the needs of the National Security Committee of the Republic of Kazakhstan (NSC) for the sum of approximately 6 billion tenge. The procedure is being conducted under a special order, which limits the amount of data available for public analysis.

APPLICATION DEADLINES

The notice was published on 17 April 2026. The submission of applications is scheduled for 23 April from 09:00 to 18:00 on the same day. Therefore, participants are allocated one working day to submit their documents. The procurement materials do not specify whether additional stages or preliminary procedures are envisaged that could affect the timeline for preparing applications.

In public procurement practice, preparing a complete set of documents to participate in such procedures generally requires a longer period of time. Consequently, the tight deadlines may restrict the participation of companies that do not have advance preparations in place.

SPECIAL PROCUREMENT PROCEDURE

The procurement is being conducted using public procurement with a special procedure (PPWSP). This format allows for the possibility of restricting some information from public access.

As part of the procedure, participants sign a non-disclosure agreement regarding restricted official information. According to the document, these obligations remain in effect after access to such information has been terminated.

This means that some details regarding the parameters of the procurement may not be available for public analysis.

PROCUREMENT PARAMETERS

According to the lot data:

  • the approximate value of the procurement is 6 billion tenge;
  • the unit price and quantity are listed in the public data as «0»;
  • advance payment — 0%;
  • delivery period — April–May 2026.

CONCLUSION

The combination of a short application deadline and the absence of publicly available data on the number of licenses makes it difficult to conduct a comparable market price analysis.

The application of the special procurement procedure involves restricting some information, which may reduce the scope for external assessment of the justification for the procurement's parameters and cost.
