The FBRK editorial team continues its series of materials on the most expensive state procurements of Kazakh departments in 2024. It is now time to examine the Ministry of Industry and Infrastructure Development.
An analysis of the department's largest procurements reveals a significant focus on digital transformation and analytical support for the country's industrial growth.
In 2024, a substantial portion of the budget was allocated to developing IT infrastructure. 126.6 million tenge was allocated for the purchase of server equipment – these funds were used to acquire powerful servers for data processing, information storage systems, and network switches.
Additionally, 104.4 million tenge was directed towards the purchase of 24 network switches – essentially 'smart splitters' for the internet that connect computers and other equipment into a single network.
The most expensive budget item was information and analytical services in the field of digital transformation of industry – 242.5 million tenge. These funds were used to develop recommendations for optimising business processes, support digitalisation projects, and analyse international experience in enterprise modernisation.
Last year, 132 million tenge was allocated for the . This money ensured the operation of two important platforms: the "Register of Goods, Works, and Services Used in Subsoil Use Operations and Their Producers" and the "Kazakh Content" portal. The funds were spent on technical support, data security, and integration with other systems.
Significant attention was paid to industrial development. 154.2 million tenge was allocated for monitoring the implementation of state programmes – these funds were directed towards analysing the implementation of the National Project "Sustainable Economic Growth" and evaluating the Concept for the Development of the Manufacturing Industry for 2023-2029.
A separate area was the development of special economic and industrial zones, for which 120.3 million tenge was allocated. These territories or 'zones' provide businesses with special conditions: ready-made infrastructure, tax incentives, and state support.
201.8 million tenge was directed towards analysing the development of economic sectors, including industry. These funds were used to study agreements within the EAEU and formulate proposals considering Kazakhstan's economic interests.
The ministry paid particular attention to developing in-country value – 194.5 million tenge was allocated for this. These funds were directed towards analysing the use of Kazakh goods in public procurement and the private sector, developing recommendations to support domestic business, and monitoring compliance with 'local content' laws.
An analysis of the largest procurements shows that in 2024, the ministry bet on digital transformation of industry, development of domestic production, and analytical support for state development programmes.
