The Kyzylorda region has reported exceeding its budget targets, yet the official document "Analytical Information on the Execution of the Regional Budget as of 1 December 2025", published on the akimat's website, tells a different story.
According to Ztb.kz, the region exceeded its revenue plan by 102.3%. However, the bulk of the revenue — 545.5 billion tenge — was secured through transfers from the national budget. This accounts for more than 80% of all income. Thus, the growth in the region's revenue is primarily linked to intergovernmental transfers, not an increase in its own-source revenue.
At the same time, as of 1 December, the region had failed to utilise 11.55 billion tenge. These funds were planned for the implementation of various state programmes, including infrastructure projects and measures to support sectors of the economy.
It is noted that the most significant underutilisation was recorded in the agricultural sector. The regional Department of Agriculture and Land Relations spent only 64.9% of its budget, resulting in an underspend of 10.2 billion tenge.
Meanwhile, according to the document, a number of administrative departments utilised 100% of their budgets, whereas units working with the real sectors of the economy demonstrated lower execution rates.
"The contrast is striking. Those responsible for the real sector are failing to spend by 35%, while those responsible for administrative comfort are executing their budgets perfectly – not a step left, not a step right. It's a strange kind of arithmetic: the further a department is from the real economy, the more carefully it spends money," write the journalists.
The situation with transfers is also detailed separately. Of the allocated targeted transfers amounting to 107.27 billion tenge, the region utilised 89.8%. The underspend amounted to nearly 10.9 billion tenge. Among the reasons cited are violations by contractors (739.3 million tenge), a lack of necessary documents, and the non-receipt of some targeted transfers (10.15 billion tenge). A significant portion of these funds was also related to agricultural support programmes.
Thus, the official data point to a substantial underspend of funds in key sectors, including agriculture, which impacts the implementation of planned measures and development programmes.
