The long-standing confrontation between local residents and officials of the state corporation over large plots of land continues in Taraz. The root of the problem lies in the fact that public land was illegally transferred into private hands. Residents have contacted the police, accusing "Government for Citizens" of unlawful actions.
According to media reports, in April 2023, the court of the Zhambyl Region deemed the decision by the akim of Taraz to transfer a land plot on Zheltoksan Street into private ownership invalid.
The residents claim that in March of last year, they received a conclusion from the Department for Land Resource Management. It documented violations by the NJSC "GC Government for Citizens of Taraz" and a certain Gulmira Askar.
The court established that in 2019, the woman illegally took possession of a public land plot located on Zheltoksan and Suleimenova Streets.
"At the same time, the ruling reflects facts that the basis for obtaining a positive conclusion from the Land Commission was the presence of an act of commissioning a children's sports playground. We believe the document was forged. The court also established the illegality of legitimising the structure — a metal slide, erected by Askar G. on the disputed land plot.", the statement reads.
Furthermore, according to the city's master plan, the plot is not subject to transfer into private ownership. It is intended for public use, namely for "city improvement and landscaping". Despite this, in November 2019, Gulmira Askar applied to the akim to change its intended use for commercial purposes.
"We have reason to believe that in 2017, during the initial provision via auction, a specialist from the Taraz branch of the state corporation forged documents. This plot borders our house at 76 Zheltoksan Street and is adjacent to ours, which is confirmed by data from 'AIS GZK' and the cadastral map with a QR code. However, in the archival materials of the land cadastral file, it was discovered that when determining the boundaries of the plot, an employee of the department committed falsification, deliberately forging the diagram", local residents stated.
At the same time, according to the portal Elicense.kz, important documents are missing from the materials of the land cadastral file, such as the state deed of ownership, approval from residents of adjacent plots, and approval of the land management project.
Local residents are demanding an inspection of the employees of "Government for Citizens", accusing them of illegally issuing documents. They are also proposing to request all documentation on the disputed plot and to take measures to bring those responsible to criminal liability.
