During an inspection of the debris-retention dam in the «Aksai» basin, violations were found that could put around 30,000 residents of Almaty at risk of mudflow danger in the event of a possible breach. According to the Emergency Situations Ministry of the Republic of Kazakhstan, the violations are linked to the contractor's failure to fulfil its obligations regarding the construction of the facility.
«The issue has been raised with the management of Kazselezashchita regarding the transfer of relevant materials to the Financial Monitoring Agency of the Republic of Kazakhstan for a procedural decision», the statement said.
Following the review, the agency initiated a criminal case, and an investigation is underway into the embezzlement of budget funds by responsible persons from the contracting organisation.
It was previously reported that the director of a contracting organisation, which had a contract with the State Institution «Kazselezashchita» of the Emergency Situations Ministry of the Republic of Kazakhstan, is suspected of embezzling budget funds in Almaty. The Limited Liability Partnership implemented the project «Construction of a debris-retention dam in the Aksai river basin». A preliminary damage amount of 775 million tenge was cited.
