The defendants in the agricultural subsidies case in Kokshetau have been sentenced to 6 years' imprisonment each.

In Kokshetau, the court heard a criminal case concerning the illegal receipt of state subsidies intended to support milk production and processing. The defendants were found guilty, and the sentence has entered into legal force.

HOW THE SUBSIDY SCHEME WORKED

The investigation was carried out by the Department of the Agency for Financial Monitoring of the Republic of Kazakhstan (AFM) for Akmola Region. According to the investigation and the court, the director of the Agricultural Production Cooperative (APC) «MolProdZharkain» and the head of the peasant farm (PF) «Rassvet» illegally received subsidies over a period of two years.

The investigation established that PF «Rassvet» did not actually have the necessary number of livestock to produce the declared volumes of milk. Despite this, documents were created in the electronic invoicing information system regarding the supply of more than 3 million kg of raw milk to APC «MolProdZharkain».

Based on these documents, reports on the processing of milk into butter and hard cheese were drawn up, after which the applications for subsidies were approved by the authorised body. The funds were transferred to the company's account.

According to the AFM, the total damage to the state amounted to 152 million tenge.

HOW THE RECEIVED FUNDS WERE USED

Part of the subsidies received was transferred to a deposit account belonging to a relative of the APC director. Subsequently, these funds were used to purchase a mobile building. It was used for rental purposes to generate income.

SEIZURE OF PROPERTY AND THE COURT DECISION

During the investigation, a seizure was imposed on the defendants' property, including:

  • 6 land plots;
  • 4 apartments;
  • 11 cars;
  • a mobile building;
    an industrial and production facility.

The court found the director of the APC and the head of the PF guilty and sentenced each to 6 years and 4 months in prison. The building was confiscated to the state.

The seizure on the remaining property has been maintained until the sentence is fully carried out.

The sentence has entered into legal force.
