In May 2024, a tragic accident occurred in Kostanay: a car struck a man who was crossing the road in an unlawful place. The victim later died in hospital from his injuries.
As the editorial team of FBK has learned, no one has been held accountable for the fatal outcome of the road traffic incident.
And although we do not presume to judge what happened, the editorial team of FBK was drawn to some curious details of the case.
Footage from the CCTV cameras of the polyclinic, where the deceased was heading, shows that a woman first runs across the road in an unlawful place, followed by a man attempting to cross. However, the car reaches him before he manages to get across the carriageway.
As we understand, after the accident, the driver of the car waited for the ambulance and police to arrive. The police seized the dashcam footage from the device installed in the vehicle.
According to insider information, the driver underwent several interrogations. In particular, the first interrogation was most likely conducted at the Kostanay police department immediately after the incident.
During the first interrogation, the driver claimed that he saw the pedestrian 10 metres away, that the pedestrian was supposedly running across the road, and therefore, according to the driver, he decided that the pedestrian would make it across and took his foot off the accelerator, ready to brake.
During the second interrogation, the driver gave somewhat different testimony: he claimed that he saw the pedestrian 5-10 metres away, that the pedestrian was walking at a brisk pace, and therefore the driver started braking immediately.
Sources from FBK report that behind the wheel of the car was a serviceman – Captain Serik Mukanov.
It is known that he holds the position of head of physical training and sports at military unit 6697, which is part of the 'Ortalyk' regional command of the National Guard of the Republic of Kazakhstan.
It is worth noting that the case of the accident was handled precisely by the military police.
Interestingly, it is worth noting that the head of the combat training department in the same military unit, Major Yevgeny Alekseyev, once spoke favourably about Captain Mukanov.
"He constantly shows excellent results during various competitions, including sports and weapons training. Serik's excellent marks do not surprise any of us; a leader is a leader," said Yevgeny Alekseyev.
Of course, no one is diminishing Mr Mukanov's professional achievements. However, let us recall that in the fatal accident involving Captain Mukanov, no one was ever found to blame.
Furthermore, what exactly happened to the recordings seized from the dashcam remains a mystery: either they were not recorded, or they were recorded but subsequently lost.
Will those responsible for the tragic incident resulting in a man's death truly escape accountability?
