Collateral apartments from the Bolashak International Programmes Centre were given to graduates who did not work off their grant. A message addressed to the President has appeared online.
According to ulysmedia.kz, a letter was sent to their editorial office by Natalia Vorobyova and Makpal Daribayeva - people who acted as guarantors for former participants of the Bolashak programme.
They claim to have become victims of a gross violation of their constitutional rights by the Bolashak Centre.
"In 2016, I, Natalia Vorobyova, and my colleague, Makpal Daribayeva, acted as guarantors for our now former colleague, Valeria Gavrilenko, who successfully completed her studies under the Bolashak programme, but in 2019, having colluded with Centre employees, she illegally removed her two apartments from the Centre's collateral and quietly left to live in the United Kingdom."
According to the letter's authors, the Centre itself issued her an official document allowing the removal of the property from collateral.
"In 2021, that is, only 2 years later, Bolashak declared its own document unlawful and revoked Gavrilenko's scholarship. Subsequently, it demanded reimbursement of the cost of her education," said Vorobyova.
It has become known that because Gavrilenko is not in the country, the Centre was unable to recover the debt from her. However, 3 years later, Bolashak presented her debt, almost 30 million tenge, to the guarantors.
"In such cases, Bolashak takes property as collateral. Here, the centre itself issues the collateral, remains inactive for years without returning it, but then, taking advantage of the flexible terms of the guarantee agreements, decides to recover the full amount of damages from us, ordinary citizens who are hiding from no one!" lament the letter's authors.
It is reported that Bolashak has confirmed the incident.
