Journalist Mikhail Kozachkov reported that the new Mazhilis deputy Abutalip Mutali, recently introduced as a specialist in the field of digital technologies and artificial intelligence, is linked to a number of government procurement contracts.

In his Telegram channel “Kozachkov offside” he stated that Mutali is the sole founder and general director of the limited liability partnership “BESupply”. This year, the company won ten government tenders totalling hundreds of millions of tenge.

The journalist drew particular attention to a tender from the education department of the Zhambyl region akimat — the support of the information system “MEKEME: budget planning and financing” worth 287 million tenge.

According to Kozachkov, the procurement conditions may have limited the participation of other bidders: applications were accepted overnight — from 00:06 to 09:00 in the morning, meaning only two participants managed to submit documents. As a result, the limited liability partnership “BESupply” was declared the winner. The contract performance period, according to the documentation, was set from 13 to 31 October.

At the same time, as the journalist notes, after being elected as a deputy, Mutali was supposed to transfer his business to trust management, since current legislation prohibits parliamentarians from engaging in entrepreneurial activities.
