Almost 95% of the contracts for the locust control tender were awarded to a single supplier.

Ministry of Agriculture has announced the results of the tender for chemical treatment of agricultural land against locust swarms in 2026. The total value of contracts for the awarded lots amounted to more than 1.7 billion tenge, with approximately 95% of this amount awarded to a single supplier.

LOT ALLOCATION RESULTS

According to the final protocol, IE «Бағжан» was declared the winner of five out of seven regional lots. The total value of these lots is 1.683 billion tenge, which constitutes approximately 95% of the total value of the completed purchases.

Contract distribution by region:

  • Turkistan Region — 1,000,506,422 tenge;
  • Aktobe Region — 299,134,482 tenge;
  • Zhambyl Region — 203,193,103 tenge;
  • Abai Region — 91,513,793 tenge;
  • Zhetysu Region — 88,800,000 tenge

Another lot for the Almaty Region worth 70,078,400 tenge was won by LLP «7SU TRADE». The initial purchase price for this region was approximately 107.8 million tenge.

The purchase for the West Kazakhstan Region worth 124.1 million tenge has been declared invalid.

DISCUSSION OF TENDER DOCUMENTATION

The procurement procedure was accompanied by comments from market participants. During the preliminary discussion stage of the documentation, inquiries were submitted by MU «Service «Dezo», LLP «ZapKazFumigation» and LLP «Oral-Dez».

The applicants pointed out the customer's requirement for suppliers to possess a fleet of ground-based fan sprayers, confirmed by technical documentation. In the companies' opinion, such conditions could restrict competition. After reviewing the comments, the customer left the documentation unchanged, and the tender proceeded.

CONTRACT PERFORMANCE CONDITIONS

Some contracts resulting from the tender have already been published in the public procurement system. For example, the contract for the Almaty Region provides for the treatment of 31,285 hectares using 20 ground-based fan sprayers.

Similar requirements are specified in other contracts. In total, for the five lots, the contractor must deploy more than 300 units of equipment for treating fields in several regions of the country.

WORK SCHEDULE

The chemical treatment of fields is tied to seasonal deadlines. In the southern regions — Turkistan and Zhambyl Regions — work must begin as early as April.

WHAT'S NEXT

In the West Kazakhstan Region, the ministry will need to re-tender or make an alternative decision to select a contractor. For the remaining regions, the key stage will be finalising contracts and preparing equipment for the start of the chemical treatment season.
