The Akimat of Almaty plans to spend 44.6 million tenge on a PR campaign.

The city authorities want to spend this sum on placing publications on social networks and in the media. 

According to Kursiv.media, the akimat intends to prepare a media plan and publish 108 pieces of material in Instagram and Telegram in Kazakh or Russian.

To do this, the Instagram accounts must have at least 1 million subscribers, and the Telegram channels must have more than 20,000.

“The published materials must directly inform readers about measures to support small and medium-sized businesses, investment opportunities in the city of Almaty, and the economy of the city of Almaty”, the documents state.

Recall that in April last year, the Almaty Public Development Management Monitoring and Analysis Centre held a tender, the name of which specified “Media Analysis and Monitoring Services”. The amount of the service procurement was 5,152,000 tenge. The winner of the competition was the Alem Research LLP.

The supplier was tasked with monitoring positive, negative, and neutral mentions of the Almaty akim Erbolat Dossayev in the media. It was reported that out of 12,000 mentions of the akim, 10,700 turned out to be negative, and only 343 mentions were positive.

Journalists also published an incomplete list of media outlets, where an orange line was placed next to those who left negative comments, and a blue line next to those who praised.

In December of the same year, Erbolat Dossayev stated that such measures were necessary “for the work of the akimat”. In his opinion, if someone wanted to understand which media were for or against him, no one would publish an official report on the public procurement website.
