The company "Körkem Telecom", part of the Sergek Group, returned 238 million tenge to the state.
The Prosecutor's Office of the East Kazakhstan Region conducted an inspection of compliance with legislation on public-private partnerships (PPPs) in the implementation of the "Sergek" project — an intelligent video surveillance system.
The inspection revealed that the project cost, amounting to over 7 billion tenge, had been unreasonably inflated by the LLP "Körkem Telecom".
The regional department of passenger transport and highways filed a lawsuit for the return of unjustifiably paid funds in the amount of 238 million tenge.
The court upheld the claim, and the appeal lodged by "Körkem Telecom" was left unsatisfied by the appellate instance.
Recall, the editorial board of the FBRK recently wrote about a joint project between Freedom Telecom and Sergek Group. The promising Intelligent Control and Supervision System (ICASS) project is planned to be implemented under a PPP agreement. Its main function is to track the transportation of goods across the entire country, as well as to monitor the weight of freight vehicles.
Our editorial team has already raised the question about the true goals pursued by Mr. Turlov in the implementation of the untypical Freedom project.
Perhaps today it is quite reasonable to ask whether the current scandal over the inflated cost of the "Sergek" project will affect the ambitious plans to implement the larger ICASS project.
