JSC «SPC «Almaty» has put up for auction its stake in LLP «Innovation Safety Centre», which once operated the automated photo and video recording system for traffic violations in Almaty.
The descending price auction starts from 135 million tenge. The bidding will begin on 28 January on the electronic trading platform.
The company «Innovation Safety Centre» has been operating in the information technology market for over 13 years – since August 2011. According to the submitted documents, the company's authorised capital today barely exceeds 308 million tenge.
JSC «SPC «Almaty» owns 49% of the company's capital – and it is this stake that is being put up for auction. Its market value, as assessed in November last year, stands at over 45 million tenge. An identical 49% stake is owned by the Korean company KEON-A Information Technology Co., Ltd. The remaining 2% belongs to LLP «Almaty City Information Systems Centre».
For comparison, in 2022 the authorised capital of LLP «Innovation Safety Centre» exceeded 765 million tenge. According to data from November 2024, the company's loss amounted to about 26 million tenge, and its liabilities stood at approximately 3.3 million tenge.
This situation is linked to the introduction of the «Sergek» intelligent system in 2019 and the subsequent displacement of «Innovation Safety Centre» from the market. Since 2019, the company has not carried out any commercial activity and has received no income.
Attempts to sell the company's stakes began in 2021. According to media reports, in November 2021 the starting price for the 49% stake was 1.4 billion tenge, and in January 2024 at a descending price auction it was 215 million tenge.
The fate of «Innovation Safety Centre» clearly demonstrates how quickly the road safety technology market in Kazakhstan is changing. New developments, claiming greater efficiency, are replacing the old systems. One such project, as is known, is «Sergek».
However, despite the widespread adoption of the «Sergek» system, the activities of Sergek Group continue to be the subject of prolonged discussion, as our editorial team detailed in a series of articles on the company's information products.
Recall that in January, Sergek Group refuted statements by the Akim of the East Kazakhstan Region, Yermek Kosherbayev, claiming that after the completion of the public-private partnership (PPP) in July 2024, the company left non-functioning cameras without software.
