Over the past three years, 1,135 plots of land with a total area of 367,800 hectares have been returned to state ownership in the Almaty region. In Konayev city alone, this figure exceeded 20,000 hectares.
According to the press service of the regional akimat, 82 plots of land with a total area of 7,788.0 hectares have been the subject of a separate analysis.
Of these, 60 plots are privately owned, 21 are leased, and one is under permanent land use. The current status of these plots is as follows:
- 36 plots are being used for their intended purpose (with buildings constructed, livestock registered);
- materials for 22 plots have been sent to the Department for Land Resource Management;
- for nine plots, the Department for Land Resource Management is conducting work;
- orders have been issued regarding eight plots;
- materials are being prepared for court referral concerning four plots;
- materials for two plots are currently in court;
- one plot has been returned to state ownership.
It is noted that the majority of the land plots were allocated in the 2000s, before the introduction of the Water Code of the Republic of Kazakhstan. Meanwhile, in Konayev, from 2023 to 2025, materials were sent to the Department for Land Resource Management regarding 115 plots covering 11,000 hectares, and orders were issued for 50 of them.
“For 2023–2025, the akimats of districts and cities sent materials to the Department for Land Resource Management concerning 826 unused agricultural and commercial land plots with a total area of 165,300 hectares. As a result of inspections by the Department for Land Resource Management, signs of violations were identified on 541 land plots – administrative measures have already been taken regarding a number of them,” the akimat stated.
Furthermore, it was reported that work on reclaiming land is being carried out for both agricultural land and plots with investment potential, including in the coastal zone of the Kapchagay Reservoir.
In conclusion, the akimat noted that of the total number of reclaimed lands, 942 plots covering 100,000 hectares have been re-introduced into agricultural use.
It is worth recalling that earlier the Almaty akimat approved resolutions on the compulsory acquisition of land for state needs. The decision was made as part of the pilot national project “Comfortable School” and the development of transport infrastructure.
