The Ministry of Internal Affairs of Kazakhstan has again placed former leaders of the «Altyn Orda» market, Daniyar Abdigaparov and Kanat Almabek, on the international wanted list. The information about the search is published on the portal of legal statistics and special records.
According to the Telegram channel «Nege.Aqsha», in 2022 they were already wanted by the police department of the Almaty Region on charges of large-scale fraud. Also placed on the wanted list at that time were Zhumadin Patov and Aidos Nurkaliev. The same list included Kanat Zhakayev, who, according to the Telegram channel «Shishkin Like», changed his surname to Almabek.

As previously reported by Tengrinews.kz, the search is linked to a collective complaint from traders at the «Altyn Orda» market, who stated that they had handed over large sums of money to the former management in exchange for promised trading spaces in a new pavilion. However, the building was never completed, and it is alleged that the money received was not returned. Following this, the market's management changed.
The reasons for placing them on the international wanted list again are unknown. However, according to the information on the portal, the operation is being carried out by the police of the Karasai District of the Almaty Region, just as it was two years ago.
For context, the former managing director of JSC «Samruk-Kazyna Construction» was previously placed on the international wanted list in connection with a case involving the embezzlement of budget funds allocated for the construction of the «Kok-Tobe» apartment complex in Astana.
The editorial board of FBRK has also written about the problems of Almaty's largest «Kenzhekhan» market. It was noted that the market changed ownership in April 2022, but in reality, it may remain under the control of Anipa Nazarbayeva, the sister of the first president of Kazakhstan. After the change of ownership, entrepreneurs who had already paid significant sums for trading spaces found themselves forced to repurchase the right to trade.
The problem arose because, under the previous management, traders were issued not full purchase and sale agreements, but only «container passports». The new owners exploited this legal loophole to revise the rental terms. The conflict escalated to such an extent that in December 2023, the situation was discussed in the Mazhilis, and state bodies initiated inspections based on complaints from tenants.
