In Oskemen, one of the directors of the LLP "Deyneka" has been convicted of fraud. According to the investigation, he misappropriated more than 1.2 billion tenge, received from the Social-Entrepreneurial Corporation (SEC) "Ertis" and 85 equity holders.
As reported by Ratel.kz, in March 2021, the accused submitted a false income certificate for his company to the SEC "Ertis" and signed an agreement for the joint construction of a residential complex. Under the contract, he was to build three apartment blocks, for which the SEC transferred 206.5 million tenge. Law enforcement officers established that the accused took possession of these funds.
From August 2021, he also entered into preliminary reservation agreements with individuals for flats in these buildings, offering to purchase housing subject to an advance payment. In total, the equity holders transferred 1.1 billion tenge to the LLP's account. Thus, the total damage from the case amounted to 1,273,199,129 tenge.
It has become known that in March 2021, the then Akim of the East Kazakhstan Region, Danial Akhmetov, announced at a meeting the creation of a mechanism in Oskemen to attract private investment in housing construction. To stimulate business, the SEC "Ertis" acted as co-investor, contributing up to 25% of the costs. The LLP "Deyneka" was named among the potential project participants.
However, three years later, the flats were never built, and the SEC "Ertis" began terminating contracts with the developer. It turned out that the former city akim, Zhaksylyk Omar, had failed to identify violations in a timely manner. According to available information, he had previously even filed a lawsuit against the SEC "Ertis" demanding the release of land plots, but later withdrew the claim. The court left the lawsuit without consideration.
According to the equity holders, they trusted the developer precisely because of the involvement of the state structure. One of those deceived — Murat Azykanov — said that a year and a half ago he purchased a four-room apartment for 23.2 million tenge, taking out a loan from Otbasy Bank.
"Back then, it worked out to 270 thousand tenge per square metre. Today, such an apartment would already cost 400 thousand per square metre. Even if I get my money back, I wouldn't even be able to buy a two-room flat now," he said.
During the court hearing, it was also noted that the cost of housing in Oskemen remains one of the highest in the country.
In the end, the court sentenced the head of the LLP "Deyneka" to 6 years and 8 months in prison with confiscation of property and disqualification from engaging in commercial activities for 10 years.
