Journalists have discovered that the individual identification numbers (IINs) of former president Nazarbayev, his daughters and son-in-law have disappeared from the State Revenue Committee database.
According to ORDA, their editorial team obtained a list of affiliated persons of a major insurance company, which five years ago included Timur and Dinara Kulibayeva as major shareholders of ALMEX Holding Group JSC.
"The document automatically included their close relatives, which not only covers children and parents, but also brothers and sisters. Accordingly, this list contains most of the official family of former Kazakh President Nursultan Nazarbayev, along with their IINs. To our surprise, the SRC database did not show all members of the former head of state's family.", the report states.
______________
For context: the State Revenue Committee (SRC) taxpayer database is an information system designed to automate the department's business processes. It allows you to check whether a citizen has tax debts, for which an IIN is required.
It has emerged that journalists did not find the individual numbers of Nursultan Nazarbayev, his daughters Dariga and Dinara, nor son-in-law Timur Kulibayev on the SRC website.
However, they did find data there for the ex-president's wife, Sara Alpysovna, who has a personal property tax debt of 2,102 tenge. Nazarbayev's younger daughter, Aliya, is also in the tax database; she has no debts but is listed as a taxpayer.
Journalists were also able to find the children of Timur and Dinara Kulibayeva in the database: 34-year-old Altai, 20-year-old Deniza and 14-year-old Alisha.
"On the SRC website, you can also find Timur Kulibayev's parents, although his mother — Raisa Aldabergenovna Kulibayeva — passed away in 2020. Despite this, the tax system has accrued debt obligations against her. The deceased woman currently has an outstanding debt of 60,190 tenge in taxes on personal transport and property.", the report states.
Furthermore, data for Timur Kulibayev's brother, Talghat, can also be found on the SRC website. He is a former head of the Almaty Academy of the Ministry of Internal Affairs.
It is worth recalling that in May, the international consortium of journalists OCCRP published profiles with the names of those who owned property in Dubai in 2022 while simultaneously being in public service, or having recently left it.
This list included Talghat Kulibayev. At the time, it was reported that the former police officer owns three luxury apartments in the UAE capital valued at around $680,000.
