Director of the Electric Power Development Department of the Ministry of Energy, Assylzhan Mussin, stated that per-apartment heat metering is only possible with the consent of all residents of the building. At the same time, he was unable to answer who should bear the cost of installing individual heat meters in houses built before the introduction of current building regulations.
