Following the audit by the Supreme Audit Chamber (SAC), a set of measures was adopted aimed at improving pricing in construction, updating the regulatory and technical framework, and increasing the efficiency of public spending.
WHAT MEASURES WERE TAKEN AFTER THE AUDIT
To improve the reliability of prices for construction resources, the Ministry of Industry and Construction (MIC) and the Ministry of Finance adopted a joint order regulating the procedure for submitting supporting information by state revenue authorities.
Following this, the MIC began receiving information about participants in foreign economic activity supplying construction resources to the domestic market. The ministry also receives data from electronic invoices of manufacturers, suppliers and construction companies.
HOW PRICE MONITORING HAS CHANGED
From 1 July 2026, the MIC approved the Rules for the formation and maintenance of the register of business entities producing and supplying construction materials, products, structures and equipment.
Such companies are obliged to submit information directly to the ministry for price monitoring in the construction sector.
WHAT HAS CHANGED WITH COPYRIGHT ON PROJECTS
A separate area of focus was resolving the issue of copyright on projects placed in the State Bank of Construction Projects. The ability to reuse ready-made design and estimate documentation makes it possible to reduce the time and cost of design work.
Together with the RSE "Gosexpertiza" and its branches, meetings were held on 921 projects. As a result, 917 copyright agreements were signed, while for 4 projects no signature was required due to a change in the source of funding.
From 1 July 2026, amendments to the Construction Code also came into force, according to which property rights to works of architecture and urban planning created using state investments belong to the authorised body and the state expert organisation. Such projects are added to the project bank automatically without the signing of copyright agreements.
WHICH DOCUMENTS WERE EXCLUDED FROM THE SECTORAL CATALOGUES
The Rules for the formation and maintenance of architectural, urban planning and construction catalogues were approved in a new edition. Additionally, together with JSC "KazNIISA", an analysis was carried out of the relevance of regulatory and technical documents included in the current catalogues.
Of the 455 documents developed more than 20 years ago and covering energy, fire safety, road construction, aviation, telecommunications and other sectors, 386 outdated documents were excluded. A further 69 documents were retained as current and having no analogues.
