Tokayev made personnel appointments in the Ministry of Defence and the Presidential Administration

5 October The Head of State made personnel appointments in the leadership of the Ministry of Defence, the State Security Service and the Presidential Administration.

WHO TOOK CHARGE OF THE GENERAL STAFF

According to a decree of the Head of State, Aitkurman Omarbekov has been appointed First Deputy Minister of Defence — Chief of the General Staff of the Armed Forces.

Since 2022, he held the position of Deputy Chief of the State Security Service — Commander of the Special Purpose Forces.

Azamat Khasenov has been appointed to his place.

WHAT CHANGES OCCURRED WITH THE DIPLOMATIC POST

The President relieved Azamat Yeskarayev of the positions of Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of India, as well as of the duties of concurrent ambassador to the People's Republic of Bangladesh, the Kingdom of Bhutan, the Republic of Maldives and Nepal.

He was appointed Head of the State and Legal Department of the Presidential Administration.

HOW THE APPOINTMENTS ARE LINKED TO THE CHANGES OF 3 OCTOBER

The personnel decisions of 5 October followed the decrees of the Head of State of 3 October, by which Kanysh Abubakirov, who held the post of First Deputy Minister of Defence — Chief of the General Staff, Almaz Dzhumakeyev, who held the position of Deputy Minister of Defence, and Kanat Niyazbekov, Commander-in-Chief of the Naval Forces of the Armed Forces, were relieved of their positions in the Ministry of Defence.

CONTEXT

Recall that on 24 September, during exercises on the coast of the Caspian Sea in the Mangystau Region, 17 servicemen were swept out to sea after a sharp deterioration in weather conditions and strengthening wind. As a result of the incident, 14 people died.

Later, five officials of the Ministry of Defence system were detained on suspicion of criminal offences related to negligent attitude to service and violation of navigation rules, which entailed grave consequences.

On 27 September, Dauren Kosanov was relieved of the post of Minister of Defence. The new minister became Aidos Myrzakhmetov, who previously commanded the Special Operations Forces.
