The Prosecutor General's Office of Azerbaijan has placed three citizens of Russia on a wanted list — Semyon Uralov, Ivan Knyazev and Alexei Chadayev. They have been named as defendants in a criminal case concerning public calls to terrorism, calls directed against the state, and incitement of national hatred and enmity.
WHAT THE RUSSIANS ARE ACCUSED OF
According to Vesti.az, citing the Prosecutor General's Office of Azerbaijan, the criminal case has been opened under Article 214-2 ("Public calls to terrorism"), Article 281.2 ("Public calls directed against the state") and Article 283.2.1 ("Incitement of national hatred and enmity") of the Criminal Code of Azerbaijan.
According to the investigation, on 14 July 2026, on the programme "Purity of Understanding" on the YouTube channel "Semyon Uralov", the defendants made calls for the use of violent methods against Azerbaijan, the violent overthrow of the constitutional order and the violation of the country's territorial integrity.
WHAT WAS DECIDED REGARDING THE DEFENDANTS
Since Semyon Uralov, Ivan Knyazev and Alexei Chadayev are outside Azerbaijan, the court has selected arrest as a preventative measure for them in absentia.
The Prosecutor General's Office of Azerbaijan has sent requests to the competent authorities of partner states to establish the whereabouts of the defendants, detain them and hand them over to Azerbaijan. Measures are also being taken to place the Russians on the international wanted list via Interpol channels.
WHAT THE DEFENDANTS HAVE SAID
Alexei Chadayev told RBC that he disagrees with the accusations of inciting national hatred. In his words, his political comments concerned the actions of the Azerbaijani leadership, not the Azerbaijani people.
Semyon Uralov, in comments to the publication, mentioned the detention of other Russian citizens in Azerbaijan and the trial of the former leadership of Nagorno-Karabakh. He described what had happened in the country as "arbitrary rule" and expressed his attitude towards justice in Azerbaijan.
