Owners of yurts have been fined for litter on the banks of the Zaisan in the East Kazakhstan region.

On the shore of Lake Zaisan near the village of Baitogas in the Tarbagatai district of the East Kazakhstan region (EKR), yurt owners were brought to administrative responsibility for violations in the handling of household waste. An inspection confirmed that rubbish was being buried in the sand not far from the water.

HOW THE SHORE OF ZAISAN WAS CHECKED

According to the Telegram channel "HALYQSTAN", a female resident of the EKR drew attention to a yurt camp near the village of Baitogas, where there were around 40–50 yurts. In a video, she recorded that the owners of the commercial sites were burying household waste in the sand not far from the water.

After the video appeared, government agencies and the police responded to the situation. 

According to the press service of the EKR akimat, on 19 August the akimat of the Tarbagatai district sent a mobile group to the coastal area. It included representatives of the entrepreneurship department, the district internal affairs department (DIAD), the rural district akimat, the sanitary-epidemiological service (SES) and the housing and communal services (HCS).

HOW MANY PEOPLE WERE BROUGHT TO ACCOUNT

As a result of the inspection, administrative protocols were drawn up. 26 individuals received warnings, while fines were imposed on three others in accordance with Article 505 of the Administrative Code of the Republic of Kazakhstan ("Violation of the rules for the improvement of urban and populated area territories").

Entrepreneurs and holidaymakers were also given explanations of the requirements for maintaining cleanliness, the proper handling of household waste, and environmental and fire safety.

WHAT WAS DONE WITH THE RUBBISH ON THE COAST

Entrepreneurs and local residents were brought in for the sanitary cleanup of the coastal area. During the raid, household waste was collected and the rubbish that had been buried in the sand was removed.

The akimat reported that four large and four small containers had been installed at the container site near the coast even before the start of the swimming season. Following the incident, a decision was made to increase their number next year.

WHAT VIOLATIONS HAD BEEN RECORDED EARLIER

This was not the first incident on this stretch of coast. According to the Department of Police (DP) of the EKR, since the beginning of summer, six yurt owners had already been brought to administrative responsibility here for violations of improvement rules and littering of public areas.

There had also been reports on social media that yurt owners allegedly had nowhere to put their waste. However, a container site had already been set up on the coast.

WHO WAS BROUGHT TO ACCOUNT AFTER THE POLICE CHECK

The police sent instructions to the akimat of the Tugyl rural district to eliminate the causes and conditions contributing to the violations. After the video was published, the EKR DP conducted an additional inspection.

As a result, the responsible authorised official was brought to administrative responsibility for violating sanitary-epidemiological and environmental requirements for environmental protection, as well as the rules for the improvement of urban and populated area territories.

In addition, administrative proceedings were initiated in connection with the littering of public areas. The materials were sent to court for consideration and a decision.

The publication notes that the responsible authorised official is the akim of the Tugyl rural district, Kanat Svenov.
