An oil and gas enterprise in Mangistau is being inspected after violations were identified.

An unscheduled inspection has begun at the hazardous production facilities of the Tenge Oil&Gas partnership in the Mangistau region. Specialists are assessing whether the enterprise has eliminated the deficiencies identified during the previous inspection.

WHAT THE SPECIALISTS ARE CHECKING

According to the Industrial Safety Committee of the Ministry for Emergency Situations (MES), the inspection is being carried out to monitor compliance with previously issued requirements.

Specialists from the Industrial Safety Department of the Emergency Situations Department (ESD) of the Mangistau region are comparing the reporting data submitted by the company with the actual state of production.

Separate assessment is being made of how well the management of Tenge Oil&Gas has addressed the remarks relating to industrial safety. The materials do not specify exactly which deficiencies were identified during the previous inspection.

WHY THE UNSCHEDULED INSPECTION WAS LAUNCHED

The basis for the control measure was the requirements issued following the previous inspection. Thus, the current inspection should show whether the previously recorded deficiencies have been eliminated.

The question of safety at subsoil users' production facilities in the region remains under the supervision of the authorised bodies.

WHAT CONSEQUENCES ARE POSSIBLE

If specialists establish that the previously identified violations have not been eliminated, administrative measures may be applied to those responsible in accordance with current legislation.

The results of the inspection should also show whether the actual condition of the production facilities meets safety requirements.

CONTEXT

The current inspection is not the first time that the activities of oil and gas enterprises in the Mangistau region have attracted the attention of regulatory bodies.

For example, in 2024, it became known that embezzlement totalling one billion tenge had been identified at 5 oil and gas enterprises in the Mangistau region.

Officials of OilTransportCorporation LLP accepted buses from a supplier that did not meet the technical specifications, to the value of over 1.5 billion tenge. In addition, their cost was inflated by 400 million tenge.

At another enterprise – West Oil Software LLP – close relatives of the company's management who did not actually work there were paid more than 400 million tenge in salaries.

Another case was related to environmental violations. In January 2025, Mangistaumunaigas was fined 31 billion tenge for discharging wastewater into the subsoil, as well as for accumulating drilling waste without established limits. At the same time, prosecutors identified a case of excess emissions of pollutants into the environment from oil heating furnaces. For this violation, a fine of 1.2 billion tenge was imposed on the company.
