Kurultai resolved to establish a Council for Interaction with Maslikhats to ensure constant communication between the regions and the central government bodies. The Council will participate in the development of laws, receive feedback on the application of adopted norms locally, and consolidate regional problems.
WHY THE COUNCIL IS BEING CREATED
According to the press service of the Kurultai, the creation of the Council is linked to an instruction from the President, announced at the first meeting of the Qazaqstan Halq Keñesi, to ensure direct communication between the regions and the central government bodies.
One of the main tasks of the new body will be the participation of maslikhats in the development of laws. The Council will also receive information on the practical application of adopted laws locally.
In addition, the Council will identify and consolidate regional problems in order to develop systemic solutions. Its tasks will also include studying successful regional experience and promoting its dissemination.
WHO WILL BE ON THE COUNCIL
The Council will include deputies of the standing committees of the Kurultai who have experience working in maslikhats or interacting with them, representatives of political parties and state bodies.
The Council will also include the chairmen of the maslikhats of Astana, the regions and cities of republican significance.
HOW COMMUNICATION WITH THE REGIONS WILL BE ENSURED
To maintain constant communication with the regions, a secretariat of four Kurultai deputies will be created. Each of them will be assigned five regions.
If necessary, thematic working groups may be created to consider individual issues. Their work will involve deputies of the Kurultai and maslikhats, experts, representatives of civil society, state bodies and organisations.
CONTEXT
At the first session of the Qazaqstan Halq Keñesi, President Kassym-Jomart Tokayev announced his intention to terminate the powers of maslikhats at all levels early. After consultations with the Prime Minister and the Chairman of the Kurultai, the Head of State intends to sign the corresponding decree, after which the Central Election Commission (CEC) will determine the date of new elections.
According to the President, maslikhats must fully represent the interests of citizens locally, approve budgets and monitor the development of the regions.
