Supreme Audit Chamber of Kazakhstan identified violations and shortcomings in the planning of the republican budget for 2027–2029. Following the agency's recommendations, the authorities adjusted the budget documents by 456 billion tenge. This is not about cutting expenditures, but about eliminating the risks of inefficient use of public money.
WHAT VIOLATIONS THE AUDITORS IDENTIFIED
According to the Supreme Audit Chamber of the Republic of Kazakhstan (SAC), specialists checked the draft republican budget before it was considered by MPs.
The audit showed that the budget included projects that were not on the official list of state investment projects. This contradicts the requirements of the Budget Code of the Republic of Kazakhstan.
In addition, for some expenditures there were no necessary calculations and documents confirming what exactly the money was needed for and what results were expected from its use.
WHAT WAS CHANGED AFTER THE AUDIT
The SAC recommended updating the list of state investment projects and correcting the shortcomings in the documents.
After the audit, the authorities took measures to adjust the budget documentation by 456 billion tenge even before the draft budget was submitted to MPs.
At the same time, 456 billion tenge does not mean saved or reduced funds. This refers to expenditures in the planning of which risks and shortcomings were identified.
WHO MAKES THE FINAL DECISION
A preliminary audit of the budget is provided for by the Budget Code of the Republic of Kazakhstan. Its task is to identify possible problems before public expenditures are approved.
On 14 October 2026, the draft budget for 2027–2029 was considered at first reading at a meeting of the Kurultai.
The SAC gives recommendations, however the final decision on the distribution and change of budget expenditures is made by members of the Kurultai.
