An investor's rights in a project worth 2.6 billion tenge have been restored in Almaty following the intervention of the authorities.

An administrative barrier that was hindering the implementation of an investment project by Black Biotechnology LLP worth 2.6 billion tenge has been removed in Almaty. Following the intervention of the authorised state body, the enterprise was included in the Register of Kazakhstani Producers of Goods.

WHAT HAPPENED

According to the Investor Rights Protection Committee, since the beginning of 2026, the company had repeatedly applied to have its manufactured products included in the Register of Kazakhstani Producers of Goods, but was refused each time.

As a result, the company's ability to sell its products and expand its sales markets was restricted. After the committee intervened, the situation was promptly resolved.

WHAT IS KNOWN ABOUT THE PROJECT

Black Biotechnology LLP is building a plant in Almaty for the production of organic feed additives. The implementation of the project involves the creation of 40 permanent jobs.

After the administrative obstacle was removed, the enterprise was included in the relevant register.

Through prosecutorial measures, the investor's rights were restored, and the administrative barrier to the further implementation of the project was removed.

WHAT IS KNOWN ABOUT THE COMPANY

According to National Business, Black Biotechnology LLP was registered in Almaty in 2021. The company produces animal feed and, since 2022, has also manufactured fertilisers. Over five years, the enterprise has paid more than 126.5 million tenge in taxes to the budget.

The investment project to build a new plant in Almaty's industrial zone has been underway since 2022.

According to the investment memorandum, the main focus of the project is the production of organic feed additives. The document states that these additives improve the quality and profitability of agricultural products, as well as reducing the negative effects of antibiotic use in livestock farming.

The enterprise's products are purchased by major market players. In addition, the company exports them to Russia, Uzbekistan and Kyrgyzstan.

WHO OWNS BLACK BIOTECHNOLOGY

As of 2023, 95% of the company was owned by Kenzhebek Kurmanbayev, the author of the development for producing organic feed additives. The corresponding patent is registered in his name at the National Institute of Intellectual Property.

A further 4% of the authorised capital is owned by Aigul Kenzhebayeva, a partner at Dentons Kazakhstan LLP. She sits on the board of the Kazakhstan Oil and Gas Industry Lawyers Association. Over the years, Kenzhebayeva has served on the International Court of Arbitration of the International Chamber of Commerce, the AIFC Arbitration Board, the international council at the Supreme Court of the Republic of Kazakhstan, and the scientific advisory council at the Constitutional Court.

The remaining 1% is controlled by Zhanar Kaliyeva, chair of the council of the Association of Insurers of Kazakhstan.

CONTEXT

The Register of Kazakhstani Producers of Goods has previously been the subject of public disputes, including over the company selection procedure. Since 1 January 2026, the register has been used to confirm the status of domestic producers and gives registered enterprises the opportunity to participate in procurement by state bodies and the quasi-public sector.

In the electronics industry, sector representatives approached the relevant ministries and the Prosecutor General's Office over disagreements on the procedure for including enterprises in the register. In particular, differences were discussed in the requirements and selection procedures via the Ministry of Industry and Construction and the Ministry of Artificial Intelligence and Digital Development.
