The Government of Kazakhstan has allocated approximately 2.5 billion tenge for the repair of heating networks in the region of Abai. The funds will be directed towards preparing the heating supply system of the city of Semey for the upcoming heating season. The corresponding resolution was signed by Prime Minister Olzhas Bektenov.

WHAT THE FUNDS WILL BE SPENT ON

The financing is intended for the repair of heat supply facilities in the city of Semey and to improve the reliability of the system during the winter period.

The city is home to approximately 340,000 people. Centralised heating supply is received by more than 70,000 subscribers, including residential buildings and social infrastructure facilities.

The total length of external heating networks is 325.5 km. At the same time, the level of wear and tear reaches 58.2%, which corresponds to approximately 189 km of networks.

HOW THE CONDITION OF HEATING NETWORKS HAS CHANGED

In recent years, 54 km of heating networks have been replaced, received major repairs, and been reconstructed in Semey, which made it possible to reduce the level of wear and tear from 75% to 58%.

As part of preparations for the 2025–2026 heating season, priority repair work on heat supply facilities has already been carried out in the city.

Approximately 70% of the required financing was provided from the government's reserve fund.

WHY THE ISSUE OF HEAT SUPPLY REMAINS RELEVANT

The allocated funds will be directed towards the renewal of the most critical sections of heating networks as part of preparations for the 2026–2027 heating season.

The government stated that the repairs should enhance the reliability of Semey's heat supply and ensure more stable operation of the system during the period of winter loads.

The decision was made in fulfilment of the instructions of President Kassym-Jomart Tokayev on the modernisation of infrastructure and ensuring the reliability of the country's energy system.

CONTEXT

The Government of Kazakhstan continues to allocate funds from the reserve for the repair and modernisation of heat supply facilities in the regions. Previously, approximately 1.8 billion tenge were allocated for the repair of heating networks and equipment of the combined heat and power plant (CHP) in the city of Ridder, East Kazakhstan Region (EKR). The corresponding resolution was signed by Prime Minister Olzhas Bektenov.
