In the Ulytau region, 22 alimony debtors were identified who, despite owing money to their children, continued to top up their accounts on betting platforms, place bets, and receive winnings. Pre-trial investigations have been launched into the identified cases.
WHAT THE INSPECTION FOUND
According to the prosecutor's office of the Ulytau region, work to protect children's rights and recover alimony arrears is being carried out on a systematic basis.
During the inspection, it was established that 22 debtors, despite having alimony arrears, continued to spend money on betting platforms. According to the prosecutor's office, they topped up their gaming accounts, placed bets, and received winnings, despite failing to fulfil their obligations to support their children.
EXAMPLE OF ONE OF THE IDENTIFIED CASES
As reported by the prosecutor's office, one of the debtors has alimony arrears amounting to 3.9 million tenge. According to the department, since 2020, he has been registered with a bookmaker, during which time he topped up his personal account with 4.6 million tenge and received winnings totalling 3.1 million tenge.
At the same time, as noted in the inspection materials, funds for the children's upkeep were not provided by him.
WHAT MEASURES HAVE BEEN TAKEN
Pre-trial investigations have been launched into the identified cases under Article 139 of the Criminal Code of the Republic of Kazakhstan ("Failure to fulfil obligations to pay funds for child maintenance").
The prosecutor's office of the Ulytau region reminded that the obligation to support children is a direct requirement of the law. The department also stated that attempts to conceal income, evade alimony payments, or spend funds to the detriment of children's interests entail liability provided for by legislation.
