Akimat of Burabay District evaded assessing the conflict surrounding the dacha cooperative in Shchuchinsk

The main participant in the information campaign against the "Shchuchinskoye DTSL" dacha cooperative has officially applied to the Akimat of the Burabay district. This became known from an official response to a journalistic inquiry from the editorial board. The Akimat itself disclosed this fact, while refusing to intervene in the conflict.

EGIYEVA HAS APPLIED TO THE AKIMAT

According to the Akimat of the Burabay district, on 12 May 2026 a request was received by the office from Gulmira Egiyeva regarding a matter related to the activities of the consumer cooperative "Shchuchinskoye Voluntary Association of Amateur Gardeners" ("Shchuchinskoye DTSL"). It is reported that the request is still under consideration.
 
Earlier, FBRK conducted an investigation into the dacha scandal in Shchuchinsk: at the end of April, the resource Mikrafon․kz launched an information campaign against the chairman of the cooperative "Shchuchinskoye DTSL" Bakhtiyar Gabdullin

During the investigation, it emerged that Egiyeva registered her dacha plot literally a few days before the first publications, and the head of the media project is the head of the district branch of the "National Social Democratic Party" (NSDP) Azamat Kenzhebulatov.

The Akmola regional branch of the party responded to our inquiry, stating that Kenzhebulatov attended the meeting of gardeners as an official representative of the NSDP; however, the party itself denies any connection with Mikrafon․kz or the media campaign.

AKIMAT CITED LACK OF AUTHORITY

On all matters raised by FBRK, the Akimat of the Burabay district cited a lack of authority. The Akimat is not entitled to intervene in financial disputes within the cooperative: according to Art. 108 of the Civil Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Consumer Cooperatives", this falls under the exclusive competence of the general meeting of members.
 
Local authorities also refused to assess the actions of Kenzhebulatov as a member of a party organisation, citing the principle of non-interference in the affairs of political parties. Regarding the question of the licence of Mikrafon․kz, the Akimat redirected the matter to the Ministry of Culture and Information of the Republic of Kazakhstan — which is responsible for the registration and monitoring of media resources.

CAMPAIGN MOVES INTO OFFICIAL CHANNELS

The fact that Egiyeva has applied to the Akimat means the campaign against the cooperative continues — now through official channels. 

At the same time, the Akimat directly stated in its response that any disagreements between the parties, including the protection of business reputation from false publications, are subject to resolution through the courts in accordance with Art. 9 of the Civil Code of the Republic of Kazakhstan.
