AFM is investigating the embezzlement of more than 50 million tenge in cattle subsidies in the Akmola region.

In the Akmola region, an investigation is underway into the suspected embezzlement of budget funds allocated for the development of livestock farming. According to the investigation, the damage to the state exceeded 50 million tenge.

HOW THE CASE IS BEING INVESTIGATED

The investigation is being carried out by the department of the Agency for Financial Monitoring (AFM) for the Akmola region, coordinated by the prosecutor's office.

According to the investigation's version, the director of the agricultural production cooperative "Medina" and the head of the veterinary station in the Shortandy district organised the illegal receipt of state subsidies. The investigation believes that, to achieve this, false information about the number of cattle was entered into the information system.

WHAT SUMS APPEAR IN THE CASE MATERIALS

According to the investigation, based on information about the presence of 57 breeding bulls, 9 million tenge were transferred from the budget. Subsequently, on the basis of the same data, a further 17 million tenge were allocated for selective breeding work, which, the investigation claims, was not actually carried out.

In addition, in four applications, the number of breeding stock was, according to the investigation's version, inflated by 3,000 head. This led to the unjustified receipt of a further 27 million tenge in subsidies.

WHAT IS THE PROCEDURAL STATUS OF THE SUSPECT

The director of the agricultural production cooperative "Medina" has been placed under house arrest as a preventive measure. The investigation is ongoing.

No further information about the case is being disclosed in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.

CONTEXT

State subsidies are allocated to support various sectors and projects, but violations in obtaining them can become the subject of criminal cases.

Previously, the Aktau City Court found a representative of the individual enterprise "A" guilty of illegally obtaining 117.2 million tenge in state subsidies for the construction of a holiday resort and of legalising money obtained by criminal means. According to the case materials, the subsidy was obtained using fictitious design and estimate documentation with inflated volumes of completed work. The court sentenced him to 5 years' imprisonment.

In Shymkent, an inspection of enterprises receiving state subsidies for the development of dairy production revealed suspected damage to the state amounting to 5 billion tenge. According to the inspection data, 12 companies are suspected of inflating dairy production volumes and providing false information about the number of livestock.

In July, the AFM completed its investigation into the case against a former deputy of the maslikhat of the Karasai district of the Almaty region, whom the investigation suspects of illegally obtaining subsidies totalling more than 2.6 billion tenge. According to the investigation's version, the scheme involved controlled enterprises and 29 peasant farms, and the criminal case was sent to court.
