Readers of the FBRC channel have discovered an inconsistency in a government procurement organised by the State Institution "Finance Department of Ust-Kamenogorsk".
The FBRC Telegram bot was contacted with information that the contractor who won the open tender, after the contract had already been signed, inflated the cost of services by almost double.
Our editorial team decided to verify whether this is actually the case.
This year, as part of the budget programme for the improvement and greening of populated areas, 62.5 million tenge was allocated from local budget funds for the long-awaited repair of the embankment on Protazanov Street from the Ulba Bridge to Myzy Street.

In May, the State Institution "Department of Housing and Public Utilities, Passenger Transport and Highways of Ust-Kamenogorsk" signed a contract with the competition winner – LLP "Design Pro" for an amount of around 36 million tenge.

The delivery date under the contract was supposed to be the end of 1 July 2024.
However, in June the parties concluded an additional agreement, not only extending the delivery date to 31 July, but also increasing the contract amount to 70 million tenge.

As it turned out, in 2024 the parties entered into three similar contracts, including the one already mentioned.
The contract for the improvement of the mass grave was signed at the same time as the embankment repair contract. And two days later, the parties agreed to carry out work on the renovation of the pedestrian zone on Potanin-Astana-Kashaubayev Street.
Additional agreements for the repair of the pedestrian zone and the mass grave were concluded six days apart, and both agreements included an increase in the contract amount of almost double.
Thus, the total amount for the three contracts for 2024 now stands at over 235 million tenge instead of the initial 122 million tenge.
Indeed, it is unclear why the amount of all three contracts was unexpectedly inflated by almost double. Moreover, in the case of the embankment, the actual contract amount exceeded the budget planned for this purpose.
The FBRC editorial team intends to find out the reason for such a significant surcharge. We have sent an official request to the akimat of Ust-Kamenogorsk in order to clarify the current situation.
